Grievance
The Feedback Grievance Redress Mechanism (FGRM) is a set of necessary procedures to effectively address conflicts and grievances arising from REDD+ Readiness activities and the broader land-use sector in Belize.
This form is to be completed if you wish to file a query, complaint or grievance. Fields marked with an asterisk (*) are required.
Ad. 1 You may ask someone else to assist you with your submission. Because of this, the following terms can be distinguished:
Ad. 2 The submitter is the person or institution who is submitting the case and is not necessarily a petitioner.
Ad. 3 The petitioner is the individual, group and/or community who are directly involved in the case. Up to two petitioners possible.
Ad.5 By indicating the name of your village and other stakeholders, you consent that they may be contacted to obtain more information.
Ad. 6 The difference between a complaint and a grievance is that a complaint has a more informal nature, while a grievance is a formal complaint due to a violation of legalities. Investigations into complaints as well as grievances will be prompt and thorough.
Ad. 7A Please provide information about the REDD+ query, complaint or grievance, such as: Describe the problem: why and how does the REDD+ Project affect you? When did the problem start? Who are the parties involved?
Ad. 7B Multiple electronic file submission possible in various formats (e.g. Pdf, JPeG, voice recording, Word format), Up to 5MB in size.
Ad. 9 This section is optional. Leaving it open will not be held against you.
Ad. Undertaking. The REDD+ Coordination Unit certifies that the information provided will remain confidential and used only for investigation purposes, and shared only with relevant parties involved in the REDD+ query, complaint or grievance.
The REDD+ FGRM Process is as follows:
1. The REDD+ Coordination Unit will receive and register the REDD+ query, feedback, complaint and/or grievance (within 2 business days of initial contact) and the petitioner will receive a unique tracking number specific to the submission.
2. The REDD+ Coordination Unit will acknowledge, assess, assign the case (within 2-7 business days of receipt)
3. The REDD+ Coordination Unit, in collaboration with the relevant sector agencies, will develop a proposed response to the case (within 10-20 business days of receipt)
4. The REDD+ Coordination Unit and sector agencies will seek agreement on the aforementioned proposed response with the petitioner (within 25-30 business days of receipt)
5. The Sector agencies will implement the agreed response, closely monitored by the REDD+ Coordination Unit and the petitioner (within a reasonable time frame, as indicated by the specific sector agency)
6. The REDD+ Coordination Unit will review the case (within 10-20 business days of the claims closure)
7. If all response options are exhausted and/or all parties are satisfied, the grievance will be referred or closed out (within 5 business days of the claims closure)
